South East Europe Transport Observatory (SEETO) is regional transport organization established by the Memorandum of Understanding for the development of the Core Regional Transport Network (MoU) signed 11th June 2004 by the Governments of Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia and the United Nations Mission in Kosovo and the European Commission.
The Aim of the SEETO is to promote cooperation on the development of the main and ancillary infrastructure on the multimodal South East Europe Core Regional Transport Network and to promote and enhance local capacity for the implementation of investment programmes, management and data collection and analysis on the Core Regional Transport Network.
SEETO Mission is to facilitate the programming and implementation of the MoU provisions foreseen to improve and modernize the Core Regional Transport Network for social and economic development. SEETO mandate also includes cooperation and exchange of the comprehensive information with the relevant international agencies and financial institutions active in the South East Europe region and with the relevant Secretariats of the Pan-European corridors, in order to achieve maximum compatibility between development strategies.
The main objective of SEETO is to support the Steering Committee in the implementation of the MoU which promotes cooperation in the development of South East Europe regional transport. SEETO specific objectives are:
- Collecting data on the Core Regional Transport Network and maintaining and updating an information system to be used by decision makers and others involved in the development of the Core Regional Transport Network;
- Prepare and regularly update a 5 year rolling Multi-Annual Work Plan for the development of the Core Regional Transport Network and for the implementation of projects and priorities on the Core Regional Transport Network;
- Provide assistance for strengthening regional planning capacity in transport;
- Provide a platform for efficient use of funds and know-how contributed by public and private sources.
