PODGORICA – SEETO in cooperation with TAIEX organized regional The Set up and development of Institutional Regulatory Capacity Workshop in Podgorica in June 07-08. Having in mind that establishing and regulation of market is very complex issue, with many different entities on it, the main goal of the workshop was to provide practical information about mechanisms of regulatory capacities set up in EU, to be familiar with best practice about regulatory bodies development and operations and to be aware with problems with whom Member states regulatory authorities face with. All this topics issue forth from needs to answers the questions: Which Regulatory Capacities must be set up and be independent? Which Regulatory Body functions should be developed first? What is the minimum number and what skills staff at Regulatory Body should have? Prominent European experts together with regional Participants discussed about regulatory framework and legislation, regulatory body development and regulatory functions implementation and monitoring.
The Workshop was opened by Mr. Darko Vujovic, Director of Railway Directorate, Ministry of transport, Maritime affairs and Telecommunications, stressing the necessity for speed up activities for establishing full capacity of regulatory bodies in SEE Region and regional cooperation between them.
The important part of workshop was presentation of State and follow up of railway regulation at SEETO Participants. After the presentations some of conclusions were that following the European best practice SEETO Participants could save time and meet requirements given in directives and legislation, for establishing all regulatory functions Regulatory Authorities need to know what governments want from Railway and for integration of SEE region railway system into the European railway area as well as to achievement of international dimension of transport, open access to infrastructure and cooperation between Regulatory bodies are needed.
