16. Upgrade and construction of second track on railway line section Dugo Selo–Krizevci

Overall project objective:
To eliminate obstacles to the interoperability of the rail system in accordance with Directive 2008/57/EC and to improve its technical standards to meet those of a TEN railway corridor in line with EU requirements.
To bring the line up to the technical standards established under AGC and AGTC agreements and operating parameters allowing for a passenger train speed up to 160 km/h, freight trains up to 120 km/h and the minimum siding length to 750 m.
To modernise signalling and telecommunication systems in order to enable the installation of ETCS and centralised traffic control equipment and to facilitate the integration of the Croatian railway network with international and EU standards.
To provide better access to rail services for the local population.
Project benefits:
Savings on yearly maintenance in comparison with the situation ’without project‘. Revenue from additional passenger and freight traffic. The residual value of the investment. Strengthening the country’s infrastructural base. Reducing development imbalances, in particular promoting the prospects for sustainable development of regions lagging behind and of border areas. Decentralising, reorganising territorially and strengthening local authorities. The economic analysis shows the benefits of the travel time reduction as a result of improved rail service. Operating benefits were also generated by the transfer of passengers from car to the rail transport mode as a result of a lower unit operating cost of rail compared to car travel. Additional benefits were generated through reduction of externalities due to lower unit cost of rail transport compared to car transport. Freight transport also experienced benefits through improved rail service and travel time reduction.
Economic / Financial / Environmental indicators:
The advantages of rail transport are associated with lower emission levels when compared to other modes of transport. The advantage of railways is low consumption of space, and rail transport creates less noise than road or air traffic. For the same freight volumes and passenger flows, rail produces 25–50% less noise. Railways have the smallest emission of harmful gases; and consumption of energy per transport unit is smallest on railways and in water transport. Railways occupy circa three times less land surface compared to roads, safety of transport is greater, the impact of noise is smaller, etc. Major project application for the Dugo Selo–Krizevci railway section, Upgrade and Construction of Second Track was submitted to EC DG Regio in February, 2011.
